“2024 saw an important change in the European political discourse, with ‘dialogue’ taking
centre stage. In her first Commission mandate, President von der Leyen focused on the
urgency of Green Deal policy changes, without much discussion with those being asked to
implement them. However, this focus on dialogue was too little too late to effectively
mitigate voters’ pushback. As geopolitical woes continue, the new Commission focused on
the EU’s strategic autonomy, and is pursuing its effort towatds stakeholder engagement. The
ELO is eager to continue the dialogue and support the objectives of decarbonisation,
competitiveness and security, particularly the EU’s food and energy security, where land-
